Parker Maritime Technologies (PMT ™) includes a team of highly experienced, well-educated and diverse experts with over 150 years of leadership in the corporate world and U.S. government at President / CEO-levels of experience. The leadership team has personal experience with more than a decade’s experience with the world’s top search firm, maritime operations/engineering, commercial design/fabrication, and program/fiscal management. Collectively, the leadership team possesses a keen understanding of corporate success, maritime efficiency requirements, maintenance procedures, and pollution (air, water, noise) control. As eminent conservationists, they were instrumental in producing an Emmy-award-winning documentary, “The Sonic Sea” and have led some of the largest organizations globally.

Dr. William J Parker III

Dr. William J Parker III is the CEO of Parker Maritime Technologies. He is a retired senior naval officer who after retirement from the military served as the President and CEO of the EastWest Institute before founding Parker Maritime Technologies.
He is an entrepreneur, inventor, and national security leader with over 35 years of maritime experience. He served as the Chief of Staff for U.S. Naval Surface Forces organizing, manning, and equipping the entire U.S. surface ship fleet. He also commanded a squadron of warships and three individual warships at different times in his career.

In addition to multiple combat tours, he served as senior advisor and strategist to U.S. Ambassadors, working in Iraq, Afghanistan, and Pakistan at critical times. He is a qualified military parachutist and Surface Warfare Officer with a long list of U.S. and international military awards, including the Bronze Star, three Legions of Merit and the Department of State Meritorious Honor award.

He is the 2009 recipient of the Vice Admiral James Bond Stockdale Award for Inspirational Leadership. He was the U.S. Navy’s Military Fellow at the Council of Foreign Relations.

He appears in the 2016 Emmy-winning documentary, Sonic Sea.

Dr. Parker holds a PhD from George Mason University, an MPA from Harvard University’s John F Kennedy School of Government and a Bachelor of Science from the United States Air Force Academy, where he was a distinguished military graduate and class president.

18th Chief of Staff, United States Air Force

T Michael Moseley

In 2008, General Moseley completed a distinguished 40+ year military career as the 18th Chief of Staff of the United States Air Force, serving as the senior uniformed Air Force officer responsible for the organization, training and equipage of over 700,000 Active-Duty, Air National Guard, Air Force Reserve and Civilian personnel serving worldwide. In this role, General Moseley also served as the Nation’s senior Airman.

General Moseley was a career fighter pilot with over 3,000 hours flying the latest combat aircraft. He commanded combat units from a fighter squadron and fighter group to a large composite wing, a numbered air force and theater air/space component command. In that capacity as Commander of U.S. Central Command Air Forces he was directly responsible for the planning and execution of combat air/space operations against hostile Taliban and Al Qaeda forces in Afghanistan and along the Horn of Africa (Operation Enduring Freedom) and against hostile Iraqi forces (Operation Northern Watch, Operation Southern Watch and Operation Iraqi Freedom).

Her Majesty, the Queen of England “Knighted” General Moseley in being named “Knight Commander” (KBE) of the Most Excellent Order of the British Empire and the President of the French Republic named him a “Commander” in the National Order of the Legion of Honor. He was personally awarded two Defense Distinguished Service Medals by the Secretary of Defense for his combat innovation and leadership in the Middle East, and upon retirement, he was awarded a third Air Force Distinguished Medal as well as Distinguished Service Medals from the Department of the Army, Department of the Navy and from the Coast Guard/Department of Homeland Security. Texas A&M University has recognized his accomplishments and dedicated services with their Distinguished Alumnus Award, the highest honor bestowed upon a former student. The Independent School District of Grand Prairie, Texas has also honored him in 2007 by naming their newest elementary school the “Mike Moseley Elementary School. “

He currently serves as President/CEO of Moseley and Associates, an international consulting enterprise, focusing on global security matters and international relations. He also serves as Chairman of Hillwood Aviation (A Perot Company) with offices in Texas and activities on a global scale. He is President/CEO of Global HFNET, an international telecommunications activity, focusing on resilient/reliant global command and control. Additionally, he serves as President/Innovation of Parker Maritime Technologies, working to improve shipping efficiencies across a broad cross-section of maritime stakeholders.

Jenifer Austin

Jenifer Austin is the Chief Information Officer of Parker Maritime Technologies. Previously, Austin co-lead the team that launched the best consumer map of the ocean available to billions of user in Google Earth and Google Maps. She also created and launched Underwater Street View in Google Maps, Google Crisis Response, Google Earth Outreach and Global Fishing Watch. Google Ocean received the Wildaid Leadership Award, the 2012 Blue Frontier Peter Benchley Excellence in Exploration award, the 2009 Aquarium of the Pacific’s Conservation Award, and the 2009 Heal the Bay "Walk the Talk" Bring Back the Beach Award. She also founded Oceanagenda.com to bring solution-creators together to create a forum for the envisioning of a healthy, sustainable blue planet and to support ocean-related, sustainable technology companies.

Austin went on leave from her PhD at Stanford University in Neuroscience, where she was a National Defense Science and Engineering fellow, to work directly for Google’s co-founders. She holds an undergraduate degree in biology from Florida State and a Master’s degree from Stanford University in the Neurosciences.

She is a scuba diver and Fellow National member of the Explorers Club (FN’14). J. Austin was named a 2021 Godmother of the Princess Cruise Lines' Enchanted Princess ship.

Jean DeSombre

Jean DeSombre is the founder and CEO of Paragon Global Ventures LLC, a venture capital firm focused on investing in underrepresented industries and promoting diversity in venture investing. With over 20 years of experience in international legal and business operations, Jean is a highly strategic and empathetic leader with a strong commitment to employee mentoring and talent development. Previously, as the Chief Operating Officer of Care Delivery International at Fresenius Medical Care, Jean was responsible for US$3B+ revenue and 40,000+ employees across multiple business units in over 50 countries. Jean is also a speaker and lecturer, with a focus on women's empowerment and corporate governance. Jean earned a BA in Chemistry from Harvard College and a JD from Harvard Law School.

Kate Brinson

Ms. Katherine Brinson is Director of Global Operations at Parker Maritime Technologies.

Ms. Brinson previously worked at the EastWest Institute in New York City. She also managed communications and worked for the President and CEO of the National Defense University Foundation in Washington, DC.

She holds a B.A. in International Studies from Miami University.

Ms. Brinson also has expertise working with power vessels and small monohull sailboats. She worked in Saint Martin managing Caribbean Logistics for Broadreach, an education and adventure program for youths and young adults, where she assisted in programs for young divers, sailors and marine biologists on forty-foot catamarans.

She is an experienced diver and a certified PADI Advanced Open Water Diver.

Port Engineer

Todd Johnston

Todd Johnston is Port Engineer at Parker Maritime Technologies.

Following more than 30 years in uniform and as a senior civilian with the Department of the Navy, Mr. Johnston remained focused on enhancing maritime technology for the fleet.

Mr. Johnston served as the N6 for the Naval Surface Forces. In this position, he managed the information technology and electronics equipment modernization and maintenance for 90 ships and more than 25,000 personnel in the Pacific Fleet. This included a $274M modernization program that include cyber network, combat, and weapon systems, and communication electronics.

He is active in Naval C5I consulting and Marine Engineering. He previously served as a Lead Associate for MCR, LLC and as Marine Engineer Post Delivery AIT Manager for Alion Science and Technology. He was the Combat Systems Port Engineer for T-Solutions Inc.

Mr. Johnston was the subject matter expert and principal advisor to the highest levels of Navy Leadership, leading a team of active-duty military and civilians in developing plans, policies, and procedures for acquisition, repair, upgrade, and modernization of Combat, Command, Control, Communications, Computers, and Intelligence Systems on U.S. Navy Ships. He also served as an Electronics Maintenance Manager and Technician for over 13 years on U.S. Submarines.
